The young girl is trying to climb the fence because she can smell food from the bustling market on the other side of the barbed wire fence. They are fenced out because they are Jewish, this is Nazi Germany. 
 
They are in a world of starvation and squalor, with the world they once knew lying below a low wall and flesh tearing wire. It’s almost as if the Germans are taunting them by building the wall low enough so they can see what they are missing. 
 
At nightfall the curfew is enforced making this a dangerous and desolate place. Armed soldiers patrol the wide cobbled streets and fire upon anything moving.
